health, or any biological science, OR The Equivalent.
Whereas, The Executive Committee felt that a
public health degree does not guarantee inclusion
of necessary health courses; and
Whereas, The Executive Committee of the Academic
Senate for California Community Colleges, having
evaluated this evidence, opposed the revision;
Resolved, That the Academic Senate for California
Community Colleges do not forward the proposal
to change the Disciplines List for Health to
the Board of Governors.

use when assessing equivalency for minimum qualifications
for the hiring of faculty;

practices for assessing “eminence” and
develop guidelines for local senates to consider
when determining “eminence.”

10.01 F05 Disciplines List Process

Whereas, The Disciplines List process is now
concluded every three years;
Whereas, Currently, Disciplines List changes
entail an eighteen-month process, thus leaving
eighteen months where Disciplines List issues
are not addressed;
Whereas, The timeframe for the Disciplines List
process and recommendations to the Board of Governors
could realistically be shortened without sacrificing
any of the essential procedural elements; and
Whereas, The Disciplines List hearings, though
important, are not well attended;
Resolved, That the Academic Senate for California
Community Colleges explore the possibility of
a process for Disciplines List review and revision
that shortens the time between Academic Senate
recommendations to the Board of Governors;
Resolved, That the Academic Senate for California
Community Colleges ensure that the revised process
include a mechanism for feedback and improvement
of proposals; and
Resolved, That the Academic Senate for California
Community Colleges consider attaching Disciplines
List hearings to Academic Senate plenary sessions,
institutes, and discipline meetings.

changes recommended in Resolutions 10.02 through
10.06;
Whereas, The Standards and Practices Committee
of the Academic Senate for California Community
Colleges recommended to the Executive Committee
of the Senate that these resolutions now numbered
10.02 through 10.06, except for 10.03, be adopted
by the Spring Plenary Session 2005 based on this
evidence; and
Whereas, The Executive Committee of the Academic
Senate for California Community Colleges overrode
the recommendation of the Standards and Practices
Committee and added 10.03 to those recommendations
to be adopted;
Resolved, That the Academic Senate for California
Community Colleges vote "yes" on Resolutions
10.02, 10.03, 10.04, 10.05, 10.06 as a group.

10.08 S05 Disciplines List - Veterinary Technician

Whereas, The discipline revision for veterinary
technician was submitted through the normal discipline
revision process and the only comment received
from the field was a correction on the format
of the proposal from the author, which was recorded
at the hearing but not transmitted to the Executive
Committee for consideration;
Whereas, The rationale in the documents transmitted
to the field clearly articulated that the change
requested was in the title and not the minimum
qualifications, particularly since disciplines
on the nonmaster’s list have the same qualifications: “any
bachelor’s degree and two years of appropriate
work experience or any associate degree and six
years of appropriate work experience (Education
Code §87357 (b) and Title 5 §43407);
Whereas, In 1993, the State of California officially
changed the name of the profession from Animal
Health Technician to Registered Veterinary
Technician to distinguish between an individual
who had formal education, passed a state board
exam, and is state registered from an individual
who had no formal education, is not registered,
and has had only job training; and
Whereas, The California Practice Act authorizes
only registered technicians to perform certain
medical procedures, such as administering anesthesia,
applying casts or splints, placing sutures, or
extracting teeth; and the title Registered Veterinary
Technician is the same as the current TOP Code
title for this discipline;
Resolved, That the Academic Senate for California
Community Colleges recommend that the Board of
Governors adopt the following proposed change
in the Disciplines List for Animal Health Technician:
Change the title from Animal Health Technician
to Registered Veterinary Technician.

Community Colleges’ survey on equivalency
practices in California community colleges has
revealed current information about how equivalencies
to the faculty minimum qualifications for hire
are determined locally;
Whereas, The System Office has issued a legal
opinion stating that districts are not authorized
to grant single-course equivalencies since the
publication of the paper Equivalency to the
Minimum Qualifications (Spring 1999); and
Whereas, There is a need for faculty and other
members of college communities to understand
recent trends, legal requirements, and Academic
Senate recommendations of good practice in granting
equivalencies;
Resolved, That the Academic Senate for California
Community Colleges revise the paper Equivalency
to the Minimum Qualifications (Spring 1999).

the Board of Governors shall rely primarily on
the Academic Senate for California Community
Colleges regarding the definition of “discipline” and
the preparation and maintenance of a list of
disciplines that are “reasonably related”;
and
Whereas, The current list of disciplines in
which a Master’s degree is not generally
expected or available states that the faculty
minimum qualifications are either a bachelor’s
degree in any discipline and two years of professional
experience OR an associate degree in any discipline
and six years of professional experience and
does not clearly identify disciplines that require
a specific bachelor’s degree (discipline
or academic major) or disciplines that require
specific licensure;
Resolved, That the Academic Senate for California
Community Colleges research the need for and
the feasibility of establishing a third minimum
qualifications list that includes those disciplines
requiring a bachelor’s degree in a specific
major (e.g., in health occupations) and two years
of professional experience.
