You will recall that AB 1417,
passed last fall, requires the Board of Governors
to submit
a district level performance model. In the
Governor's recently proposed budget, $31.4million
to restore base funding in 2005-06 has been
conditioned upon agreement and approval of
such a model. The Board must send its adopted
recommendations by March 25. System representatives
have been active participants in this effort
to craft a performance model, as you will see
in the attached materials. Today, the Community
College League of California has sent these
attachments to your local college president
and trustees. We, in turn, are sharing them
with you below:
that you familiarize yourself with the
League's letter and Vice Chancellor Patrick
Perry's
powerpoint
that you circulate these wide-ranging
options for faculty and district-wide discussion
and
individual comment
that you join with your
college and district representatives in
attending one of the
hearings in your area, or at a minimum
that you ask
for a summary of the questions and answers,
and
that you send--and encourage other
faculty to send--any responses directly
to me
at Kate_Clark@ix.netcom.com no later
than
5:00 PM, Thursday, February 3.
I will
then tally and summarize your responses
to share with the Oversight
Group when
we meet in early February, with Consultation
Council
in mid-February, and with the Board
of Governors when they finalize their
recommendations
in
March.
The compressed timeframe is neither something
of our making nor of our choosing; thus, we
solicit as much commentary as you wish to share
and are grateful for responses--collective
and individual. Some suggestions in the attached
materials from Vice-Chancellor Perry and from
the RP group contain elements that both the
CEO and faculty representatives to the Oversight
group have vehemently rejected. We wish to
hear from you, however--either by email or
at one of the three hearings noted below:
