State
of the System (Click to view the presentation) Kate Clark, President What is the present state of the system?
What are the impacts of the budget on occupational
education? Are there new trends or old strategies
being introduced, particularly for occupational
education faculty? President Clark will update
participants on the Academic Senates perspective
on the current state of the Community College
system with particular emphasis on the leadership
needed from occupational education programs and
their faculty.

D Lunch and Keynote Presentation Scott Lay, Director of State
Budget Issues, Community College League of California The Governor recently released his 2004-05
budget. The Community Colleges appear to have
fared better this year than last year at this
time. Does this change signal a new status for
the community colleges? How will the recent ballot
measures affect us? Scott will update us on the
current Governors budget and highlight concerns
as the budget undergoes consideration by the Legislature.

C Role of the Senate: Building Leadership at
the Local and State level Members of the Academic Senate
Executive Committee What is the role of occupational faculty
on your campus in governance? Are the issues of
current concern to vocational faculty being addressed?
Can you make a difference? You bet! Participants
will learn how to effect change by participating
in the governance process. Information will also
be provided on the role of the Academic Senate
both at the state level and at the local campus
level.

of the economy? How do we know? Better yet, how
do we prove it? What percentage of your student
population is enrolled in vocational education
classes? How many businesses do you serve? Can
you use this information to influence funding?
What resources are there at the state level that
furthers the success of our vocational programs?
Come and hear how to form linkages to local advisory
committees and businesses to help vocational programs
on your campus.

Do you know how vocational education programs
are funded? What about the reporting requirements?
Are you getting all the funds you can for your
program? Learn about the Perkins Act and VTEA
funding and their reporting requirements. Participants
will discuss why some programs receive money and
others dont. Presenters will discuss how
to calculate the FTES and productivity numbers;
what the TOP codes mean and how they affect income?
This knowledge will help you become a better advocate
for vocational programs.

Committee Members Are you facing challenges in your vocational
program? Would you like to know what other campuses
are doing? Have you had a problem in your program
that you were able to solve? Participants will
meet to discuss issues that vocational programs
have in common and strategies to resolve their
local dilemmas.

Vice Chancellor for Educational Services Whats new in vocational education?
We have a new
Governor, a new Chancellor, and new regulations.
There have been changes in funding, in regulation,
in reporting requirements and even in the staffing
levels at the Chancellors Office. What can
we expect in the future as a result of these changes?
What will this mean in terms of how vocational
programs operate? The Vice Chancellor of Educational
Services will update participants about these
changes and how they impact vocational programs.

threatened? Is your college experiencing program
suspension? Or in reality, is it program
discontinuance? This breakout will define terms,
provide examples of policy and procedure for program
discontinuance, and talk about strategies for
making rational and informed decisions.

There are natural connections between career/technical
programs and counseling departments. This breakout
will share research, conducted on 10 community
colleges around the state, that identified good
practices in the area of vocational counseling.
Come and hear about how you can lead the charge
in fostering connections between career programs
and counseling services.

With the continued waning of funding for equipment,
supplies, and staffing in such programs, the development
of partnerships between educators and employers
has become ever more crucial to ensure the development
of a viable workforce and positive economic outcomes.
Does our business community see vocational faculty
as partners in identifying viable solutions to
training the workers of the future? Are community
college vocational programs fully preparing students
to enter and succeed in todays competitive
and rapidly changing workforce? Are the instructional
delivery systems of these programs adequate to
meet the needs of student training? Panelists
will discuss these questions and share ideas for
establishing relationships with businesses.
Raising the GE Math/English

The Academic Senate has been discussing the possibility
of raising the Title 5 degree requirements in
English and math. This year, the Curriculum Committee
is writing a paper to outline the pros and cons
of such a change. This presentation will summarize
the pathway the Senate is taking, including the
statewide discussions and the resolution process
that will occur at the Fall 2004 Plenary Session.
Come and provide input on how these changes could
impact students in our programs and the integrity
of our instruction.
