The possibility of raising the minimum, Title 5-prescribed, graduation requirements in English and mathematics for students being awarded an AA or AS degree has sparked considerable passion and controversy over several years. Unlike other Academic Senate publications, this paper does not adopt a position but, in keeping with prior resolutions, promotes informed participation of local senates in this debate. It offers the current context for this discussion, raises issues, and attempts to frame the question before us.

During preparation of the Issues & Options for Associate Degree Levels in Mathematics and English, the Curriculum committee asked the Chancellor's office for information that local faculty had requested. The results appear as raw data in 4 sets of spreadsheets:

Keynote Speakers

First General Session: Thursday, October 28 8:30 a.m. to 10:15 a.m.

ROGER W. BOWEN
General Secretary, American Association of University Professors

Roger W. Bowen was appointed General Secretary of the American Association of University Professors (AAUP) in July 2004. His academic interests in international affairs, Japanese studies, and political science are reflected in his degrees. He has served in a variety of administrative positions, most recently as President of the State University of New York at New Paltz, and as the Vice President for Academic Affairs and Professor of International Affairs at Hollins College. He has conducted research in England, Ireland, Vietnam, Nicaragua, Canada, and Egypt, and served on a delegation discussing the future of NATO in the post Cold War period. His publications include treatises on Japan’s human rights, US foreign policy, and of particular interest to us, academic freedom.

His travels attest to his personal commitment to international education and have brought his work to the attention of others, culminating in honorary degreess from Tashkent State Economic University (Uzbekistan) and Espiritu Santos University (Ecuador). In 1998 the AAUP bestowed on him the Alexander Meiklejohn Award for his defense of academic freedom.

PATRICK CALLAN,
President, The National Center for Public Policy and Higher Education

Patrick M. Callan is President of the National Center for Public Policy and Higher Education. The National Center was established in 1998 to promote the creation of public policies that enhance all Americans’ opportunities to pursue and achieve a quality higher education. Financially support by national foundations, the National Center is an independent, nonprofit, nonpartisan organization.

From 1992 through 1997, Mr. Callan was Executive Director of the California Higher Education Policy Center. The California Center was recognized for its tough minded analyses and for calling public attention to important higher education issues.
Prior to leading the California and National Centers, Mr. Callan was Vice President of the Education Commission of the States, and served as Executive Director of the California Postsecondary Commission, the Washington State Council for Postsecondary Education, and the Montana Commission on Postsecondary Education.

Mr. Callan has been a member of numerous national, regional, and state commissions and has written and spoken extensively on education and public policy. He has authored numerous articles and publications on financing and governing higher education, educational opportunity, public accountability, and leadership. Most recently, Callan co-edited Public and Private Financing of Higher Education: Shaping Public Policy for the Future, and co-authored Designing State Higher Education Systems for A New Century, A Study of State Preparation and Governance of Higher Education. In January 1998, Mr. Callan was recognized nationally in Chance magazine as one of the senior leaders of American higher education.
