Committee
Charge
The Relations with Local Senates Committee serves
to augment the work of the Executive Committee
in its efforts to provide an opportunity to share
information on issues of concern at the local
and state levels. While members of the Relations
with Local Senates Committee should be conversant
with pertinent statutes and strategies for effective
academic senates, their work will be primarily
as liaisons and conduits for information and
requests for assistance.

Explore ways to identify or provide experts
on topics (e.g., budget, accreditation,
professional development) as a resource
for local senates, thereby providing much
needed continuity and stability for local
senates.

Explore offering regional meetings to meet
local senates needs without having to
visit each individual college as this
is not feasible. Have offerings at session,
Leadership and Accreditation Institute.
Research and document the
range of assistance available to local senates
for problems in shared governance, fiscal
and legal challenges, and others;
determine where the current needs of local
senates are not being addressed by existing
forms of assistance;
recommend what types of assistance need to be put into place to meet unfilled
needs; and share with local senates the range of assistance and the processes
for requesting each type of assistance.

Current committee will get copies of this
survey noted in last year’s report.
(A survey was developed to assess the use
of various resources by local senates,
to identify additional resources, and to
identify unmet needs.) The survey will
be administered in Spring 2008. The results
will be used to update the ASCCC website.
Upon identification of unmet needs, the
committee will determine how to proceed.
Provide guidance to local
senate leaders to ensure that they have the
knowledge they need to participate in governance
effectively at the local level and work with
the groups representing the Chief Instructional
Officers, Chief Student Services Officers
and the College Presidents, and with the
Student Senate for California Community Colleges,
to develop a proactive approach to participatory
governance, such as providing training designed
to highlight the benefits of engaging in
collegial consultation and identifying best
practices that facilitate effective participatory
governance at the local level.

Explore offering joint one day sessions with
key groups who share our interest such
as CEO, CIO, CCCAOE, ACCA, and CCCL. These
could be regional. This would avoid the
image that a ‘tech Assist’ has
for many and yet get the critical information
out there and stimulate dialogue.
1.2
Increase personal contacts with each
campus
Continue the initiative of regular visits
by Local Senate members, as well as Executive
Committee members, to meetings of local
senates in their areas. Special outreach
should be made to newly incorporated senates.
Compile information from these visits and
report to the Executive Committee.

Affirm the
importance of strong local senates
Research the strengths
and weaknesses of multi-college districts,
particularly as they affect senates, time
and effort of faculty, duplication of governance,
implementation of governance as required
by the Legislature, and other areas; and
collect and report on the effective practices
for functioning in a multi-college district
by the Fall 2007 Plenary Session.

Voice opposition to the
attempts to restrict academic freedom by
the Bruin Alumni Association and other organizations;
and notify community college faculty about
the Bruin Alumni Association’s activities,
about Education Code §78907, and caution
faculty to be vigilant to all attempts to
restrict academic freedom at their colleges.

Work with the AAUP and other groups to monitor
for attacks upon academic freedom. E-mail
local senate presidents of such events.
Encourage letter writing in opposition
to legislature or group who begin such
attacks.
Work to educate local senates,
all other appropriate groups/organizations,
and individuals about its role in appointing
faculty as representatives to statewide committees
that seek a faculty representative in order
to ensure that such representatives are familiar
with the positions adopted by the Academic
Senate as the representative body for the
faculty regarding academic and professional
matters.

principle and offer them an opportunity
to meet with a State Senate representative.
Provide them with materials to help educate
them about the role of the Senate. Possibly
write a letter to repeat offenders.

including the status of delegation of authority
and policies and processes for collegial
consultation. Revise as necessary to increase
accuracy and utility.

Create an easily
accessible online database of sample policies
and procedures developed by individual California
community colleges that includes, but is
not limited to, the following: participatory
governance, academic freedom, professional
ethics of faculty, student conduct and academic
honesty, curriculum development, program
introduction and discontinuance, faculty
hiring, planning and budgeting process, accreditation,
students’ rights and responsibilities;
and ask local senates to submit examples
of some of their best policies and procedures
each fall to share and place in the database.

mutually agree on each of the 10+1 academic
and professional matters and report the findings.

Conduct research and investigate
good practices for local colleges interested
in forming new local and/or district academic
senates;
create and distribute materials to faculty
at colleges that are developing new colleges
and academic centers that will aid them in
this process; and consider joining with other
statewide faculty and administrator organizations,
and with the Student Senate for California
Community Colleges, to explore developing
instructions to guide local senates in establishing
effective participatory governance policies
at new colleges and academic centers and
bring these good practices back to a future
plenary session.

to advocate for the maintenance of both student
equity and transfer data on their student
participants in honors programs; and
Urge local senates to work with administrators
and faculty who oversee these programs to
find ways to encourage all qualified students
to participate in their programs and disseminate
information on best practices regarding honors
programs.

at both the Student Senate Session and
ASCCC sessions on this issue. Use survey
results gathered by the Diversity committee
on this issue to find colleges with best
practices and share this at these breakouts.

alternative calendars in the most expedient
fashion to aid colleges in their decision
making and provide information on colleges
that have adopted alternative calendars and
their outcomes in a current position paper
to include best practices as soon as possible.
