Disciplines List – Health

Resolved, That the Academic Senate for California Community Colleges recommend that the Board of Governors adopt the following proposed change in the Disciplines List for Health:

Master’s in health science, health education, biology, nursing, physical education, kinesiology, exercise science, dietetics, or nutrition OR Bachelor’s in any of the above AND Master’s in public health, or any biological science OR the equivalent.

Reconsideration for Adding Art History to the Disciplines List

Whereas, The Academic Senate for California Community Colleges voted down a previous proposal for the creation of Art History as a separate discipline on the 2007 Disciplines List and the current Academic Senate process requires that resubmitted proposals provide substantively different rationale and come forward either as a resolution from a Senate area meeting or as a resolution from the floor of plenary session;

Title 5 §53410 Clarification of Minimum Qualifications for Disciplines Not Requiring a Master’s Degree

Whereas, Title 5 §53410 Minimum Qualifications for Instructors of Credit Courses, Counselors, and Librarians defines the basic degree and professional experience requirements for the three categories of disciplines allowed, Master’s degree expected, specific Bachelor’s or associate degree expected, or Master’s not expected;

Noncredit Minimum Qualifications

Whereas, Noncredit education is an integral component of the California community colleges and is essential to the colleges’ mission and role in serving California;

Whereas, The allowed noncredit offerings in the California community colleges serve areas such as access, equity, adult educational advancement, vocational training, citizenship, and the health and well being of many communities, including the disabled, new parents and older adults, and immigrants;

Equivalency Standards Guidelines

Whereas, There are significant problems with equivalency across the state;

Whereas, Single course equivalency, eminence, equivalence to coursework, and other issues continue to be serious issues;

Resolved, That the Academic Senate for California Community Colleges produce a process of consultation with local senate and discipline organizations leading to guidelines for establishing standards and suitable criteria for equivalencies; and

Minimum Qualifications for Learning Assistance Coordinators and Instructors

Whereas, The Disciplines List includes the minimum qualifications for Learning Assistance or Learning Skills Coordinators or Instructors (Title 5 53415): The minimum qualifications for service as a learning assistance or learning skills coordinator or instructor, or tutoring coordinator, shall be either (a) or (b) below:

(a) the minimum qualifications to teach any master's level discipline in which learning assistance or tutoring is provided at the college where the coordinator is employed; or

Eliminate Eminence as the Sole Criterion for Meeting Minimum Qualifications

Whereas, Title 5 52270 was repealed several years ago and eminence is no longer specified in current regulations for community college faculty;

Whereas, Resolution 10.06 S07 called for the Academic Senate for California Community Colleges to "conduct a survey on local practices for assessing `eminence' and develop guidelines for local senates to consider when determining `eminence,'" and the survey illustrated that there is no consistent definition and usage of eminence;

Employment Retention after Minimum Qualification Changes

Whereas, The Academic Senate for California Community Colleges follows a regular cycle of modifying and adding new disciplines to the “Minimum Qualifications for Faculty and Administrators in California Community Colleges,” more commonly known as the Disciplines List;

Whereas, Title 5 §53403 provides that “a governing board … may continue to employ a person to teach in a discipline” after a change to the minimum qualifications for that discipline; and
