Status Report

The President and representatives participated in discussions on the development of the VTEA Plan. The plan has been adopted. The President and representatives continue to work with the Consultation Council and Chancellor's Office on the implementation of the plan.

Whereas the California Community Colleges and the California Department of Education have jointly undertaken the development of the California State Plan for the Vocational and Technical Education Act of 1998 (VTEA), and

Whereas the Academic Senate for California Community Colleges represents faculty interests and has appointed eight faculty to the Field Review Team assisting in the development of this Plan, and

Whereas the success of the Plan depends on wide distribution and understanding throughout California's educational communities, and

Whereas the Field Review Team to date has not seen any part of the Plan or participated meaningfully in development of any section of the Plan, the first draft of which is to be ready for review in December 1999,

Resolved that the Academic Senate affirm the need for wide and meaningful participation in the conceptualization, development, and distribution of the California State Plan for the Vocational and Technical Education Act of 1998 (VTEA) and for the Academic Senate representatives on the Field Review Team to be involved directly in the Plan's development, and

Resolved that the Academic Senate notify the consultants developing the Plan of the Academic Senate's concern about the lack of meaningful participation by the field, and request the consultants to provide all Field Review Team members with Plan language as it is drafted, and

Resolved that the Academic Senate notify the United States Department of Education of our concern about our lack of meaningful participation should the Plan drafts and supporting documentation continue not to be provided for review in a reasonable and timely manner.
