Vocational Education Subject Matter Specialists

Whereas the subject matter specialists positions in vocational education are being eliminated or combined, and

Whereas the technological advances involved in vocational education require a high level of specific subject matter knowledge and experience, and

Whereas vocational education requires dynamic leadership due to its constantly changing roles, and

Whereas the need for liaison between the Chancellor's Office is increasing,

Vocational Education Interns

Whereas AB 1725 encourages the California Community Colleges to utilize faculty interns to develop a more diverse faculty applicant pool, and

Whereas AB 1725 addresses for the intern program only those disciplines requiring a master's degree, and

Whereas the need exists to develop a diverse faculty applicant pool in those disciplines not requiring a master's degree,

Bachelor of Vocational Education

Resolved that the Academic Senate for California Community Colleges recommend to the Executive Committee that it develop a procedure before the 1999 deadline for vocational teachers to acquire a bachelor's degree, whereby exceptional cases may be anticipated and waivers permitted so that vocational teachers will not lose tenure, and

Resolved that the Executive Committee develop waiver procedures and models for local senates.

Minimum Qualifications/Occupational Programs

Whereas it is of utmost importance to have instructors in occupational programs who are knowledgeable and experienced in their fields, and

Whereas the extensive preparation in many occupational areas does not allow for concurrent traditional academic preparation, and

Whereas community college occupational programs may be in jeopardy because of the lack of availability of potential instructors with both occupational and academic backgrounds,

Bachelor of Vocational Education

Whereas the Bachelor of Vocational Education has traditionally been an effective vehicle for vocational education faculty to obtain a bachelor's degree, and

Whereas the Bachelor of Vocational Education has very limited availability in northern and central California, and

Whereas the satellite and digital technology exists to deliver the Bachelor of Vocational Education degree to even small and rural community college faculty,

Funding for Vocational Education/Impact of Program Based Funding

Whereas vocational/technical education has been continuously supported by the Academic Senate for California Community Colleges as a viable strategy for statewide economic development, and

Whereas the Board of Governors for California Community Colleges has established that strong vocational education programs are one of two primary goals for the community colleges, and

Bachelor of Vocational Education

Whereas AB 1725 mandates a bachelor's degree for tenure, and

Whereas the ability to obtain a degree more advanced than the A.A. or A.S. degree is limited in some areas of the state by unavailability of classes,

Resolved that the Academic Senate for California Community Colleges reaffirm its position as stated in Resolution 14.01 Spring 1988 to promote the availability of Bachelor of Vocational Education programs throughout the state.
