Diversity and Equity

Support of Underrepresented Faculty

Whereas local colleges may need to provide special support for underrepresented faculty, including the disabled, to facilitate their retention,

Resolved that the Academic Senate for California Community Colleges encourage local senates to work with their districts to study the needs of their underrepresented faculty, and

Resolved that the Academic Senate for California Community Colleges encourage local senates to work cooperatively with their districts to develop programs to meet the identified needs and enhance retention.

Executive Committee Diversity

Whereas diversity of staff is of primary importance to the Academic Senate for California Community Colleges, and

Whereas gender and cultural diversity are important factors in determining the direction of the Academic Senate, and

Whereas there are no provisions within the by-laws of the Academic Senate to guarantee input from underrepresented populations,

Student Retention

Whereas the faculty is the prime factor in the retention of minority students, and

Whereas the faculty has been challenged to increase the retention rate for minority students,

Resolved that the Academic Senate for California Community Colleges present a workshop on minority student retention at a future Session.

Executive Committee Retreat

Whereas cultural diversity and affirmative action are the primary focus of AB 1725, and

Whereas the Academic Senate for California Community Colleges is largely responsible for the implementation of AB 1725, and

Whereas the Executive Committee of the Academic Senate for California Community Colleges is the body that provides direction and leadership to the local senates, and

Whereas it is necessary for the Executive Committee of the Academic Senate to be aware of all of the dimensions of affirmative action, staff diversity and cultural diversity,

EOP&S Commendation

Whereas established at California Community Colleges in 1969 by Senate Bill 164, Extended Opportunity Programs and Services (EOP&S) has endeavored to meet the unique educational needs of educationally disadvantaged and low-income students by providing programs and services over and above, and in addition to, the established programs offered at the colleges, and

Whereas by assisting in the students' opportunity to pursue a college-level education, EOP&S programs help encourage the growth and development of students as individuals, and

Raise Funding Floor for Staff Diversity

Whereas increased staff diversity in California Community Colleges has been mandated in AB 1725, and

Whereas staff diversity activities are funded based on ADA with a floor of $1,000, and

Whereas the current floor of $1,000 prohibits effective participation in job fairs, travel required for recruitment, and broad-based advertising costs,

Resolved that the Academic Senate for California Community Colleges request that the Chancellor seek to raise the funding floor on staff diversity funds from $1,000 to $5,000 beginning 1990-91.

Retention

Whereas the California Community Colleges provide the windows of educational opportunity for a vast number of minority, disabled, and disadvantaged students, and

Whereas institutional commitment (i.e., systemwide, districtwide, collegewide) to these students can be measured by the success and retention rates,

Resolved that the Academic Senate for California Community Colleges take the position that the retention rate of minorities, disabled, and the disadvantaged be improved systemwide, by at least 5%, prior to the year 1992, and

Affirmative Action Officer/Representative

Whereas a district that appoints an affirmative action officer/representative as a voting member of a selection/interviewing committee puts that individual in a conflict of interest position, and

Whereas an affirmative action officer/representative who votes for or against the selection of a job applicant is not then focusing attention upon due process, and

Whereas an affirmative action officer/representative who votes for the selection of a job applicant is unlikely to recommend that the process be aborted because of a violation in due process,

Part-Time (Adjunct) Faculty

Whereas a large percentage of recent full-time contract hires have previously been employed by their districts as non-contract (adjunct) faculty, and

Whereas the ethnic make-up of currently employed non-contract faculty does not reflect the ethnic and cultural diversity consistent with the existing or projected demographics of California, and
