Whereas current Title 5 regulations do not establish any standards for not-for-credit presenters, and
Whereas these presenters represent the college and the community may view them as faculty, and
Whereas some of the not-for-credit offerings may resemble credit or noncredit classes,
Resolved that the Academic Senate recommend to the Board of Governors that minimum standards be established for all not-for-credit presenters, and
Whereas the AB 1725 regulations do not include counselors in the 75:25 ratio, and
Whereas during current times of budget constraint, counseling programs throughout the state are being systematically dismantled, and
Whereas counseling faculty are an integral part of the faculty in community colleges, and
Whereas student equity is a current issue and many of our students are not the traditional student but those needing more, not fewer, support services, and
Whereas students need to be able to access, use and synthesize information as the basis for their academic and career success, and
Whereas librarians provide instruction which enables students to achieve these ends, and
Whereas the number of faculty librarians hired since Proposition 13 has declined while student enrollments have increased, and
Whereas funds to hire faculty to improve the 75:25 ratio were limited to classroom faculty and excluded librarians, and
Whereas the Council of Faculty Organizations is proposing a statewide faculty survey of the leadership skills of community college presidents and chancellors, and
Whereas the goal is to promote shared governance, collegiality, and excellence in California community colleges' top leadership, and
Whereas the survey is proposed to gather data on the faculty perspective of California community college CEO's and their working relationships within the concepts of shared governance, and
Whereas the Academic Senate for California Community Colleges represents all faculty, and
Whereas the separation of one segment of the faculty contributes to their disenfranchisement, and
Whereas counseling discipline faculty provide services essential to the success of students,
Resolved that the Academic Senate for California Community Colleges reaffirm its support for the hiring of full-time counseling discipline faculty, and
Whereas the Academic Senate at its 1988 Spring session adopted a resolution recommending to local senates that the evaluation of library resources be a component of new course approval in the curriculum review process, and
Whereas the Academic Senate for California Community Colleges Executive Committee included a library and learning resource materials adequacy component in the Course Proposal Form, and
Whereas library faculty were initially excluded from the 75/25 ratio and are now included through 1993-94, and
Whereas the inclusion of library faculty in the full-time/part-time ratio sunsets on July 1, 1994, unless a later-adopted regulation deletes or extends this date, and
Whereas state standards for numbers of library faculty in California Community College's library/learning resource programs are elements of Program Based Funding (PBF) categories (i.e. Credit Instructional Services, Title 5, 58722 and 58724) effective July, 1991, and
Whereas counseling faculty play a critical role in promoting student access and success in the California Community Colleges, and
Whereas the counseling discipline is recognized in the Disciplines List adopted by the Board of Governors, and
Whereas the mission of community colleges counseling stated in a 1978 Report of a Statewide Task Force on Counseling accepted by the Board of Governors and supported in the Education Code, Section 51018, includes academic counseling, career counseling, and personal counseling, and
Whereas Title 5 gives faculty the primary responsibility for curriculum, and
Whereas curriculum committees have now assumed duties formerly performed by administrators, and
Whereas these new duties require a considerable amount of time and resources,
Resolved that the Academic Senate for California Community Colleges urge local senates to work with their administrators to secure appropriate reassigned time and clerical support for the faculty chairperson of the curriculum committee.
