Whereas Standard 9C of the Accrediting Commission Handbook states that "the role of faculty in institutional governance is clearly defined," and

Whereas part 9.C.3. of Standard 9C of the Accreditation Handbook states that there is "a clear delineation of function between the collective bargaining agent (where applicable) and the academic senate,"

Resolved that the Academic Senate for California Community Colleges recommend to local senates cooperation between, and a clear delineation of the functions of, senates and collective bargaining agents.

Whereas the Commission for Review of the Master Plan for Higher Education in its report "The Challenge of Change" recommends that local academic senates have a significant role in community college governance, and

Whereas the September 10, 1986, proposed final report of the Joint Legislative Committee for Review of the Master Plan for Higher Education makes reference to roles and responsibilities concerning collective bargaining and governance (#59) and governance (#77 and #80)

Resolved that the Academic Senate Research Committee study and collect current data on class cancellation policies and practices, and

Resolved that the Research Committee report its findings at the 1987 Spring Conference.

Resolved that the Academic Senate for California Community Colleges recommend to local senates that, where appropriate, they encourage collective bargaining agents to support reassigned time for senate officers and committee chairs.

Whereas there are an increasing number of community colleges and districts which have either formed, or are considering the formation of, independently chartered and/or incorporated foundations, and

Whereas the mission of these foundations is to provide a means to attract the interest, support and involvement of the local community in the college and its programs, and

Whereas the scope and activities of these foundations are adjunctive or supplemental to college projects and programs developed and funded through the established institutional system, and

Resolved that the Academic Senate Relations With Local Senates Committee study the reassigned time needs of local faculty senate leaders and report its recommendations at the1987 Spring Conference.

Resolved that the Academic Senate for California Community Colleges recommend that the Chief Executive Officers Organization urge its constituent members to grant local academic senate officers and/or major committee chairs adequate reassigned time to fulfill their responsibilities in the governance process.

Resolved that the Academic Senate Relations with Local Senates Committee continue to study ways to facilitate local senates' access to information, both at the state and local levels.

Resolved that the Academic Senate Relations With Local Senates Committee develop a list of faculty experts on academic and professional issues for use by local senates.

Resolved that the Academic Senate for California Community Colleges urge local colleges to develop a policy on the employment of a core of full-time faculty in each department, and

Resolved that the Academic Senate for California Community Colleges urge that the policy include ideal ratios of full to part-time faculty and include timelines for achieving that core, and

Resolved that the Academic Senate for California Community Colleges urge that the policies be published and made available.
