Amend Resolution 9.05

Replace the resolve:

Resolved, That the Academic Senate for California Community Colleges encourage local curriculum committees to establish clear local guidelines ensuring that different distance education course modalities are separately reviewed;

Resolved, That the Academic Senate for California Community Colleges suggest to local curriculum committees standards for evaluating course outlines for regular effective student contact in distance education courses; and

Accreditation and Support for Local Senates

Whereas, Title 5 53200 provides that the Academic Senate means an organization whose primary function is to make recommendations with respect to academic and professional matters including accreditation, which is item seven within the ten-plus-one areas requiring collegial consultation;

Whereas, Accreditation is an unfunded mandate that negatively impacts the busy work schedules of faculty who are already responsible for academic and professional matters, instruction, and programs; and

Opposition to Legislation on Minimum Qualifications for Faculty

Whereas, The California Education Code and Title5 gives the Academic Senate for California Community Colleges primacy over determining minimum qualifications for faculty hiring and give local academic senates primacy over the equivalency process; and

Whereas, There are legislative attempts to restrict or eliminate the primacy of the Academic Senate for California Community Colleges to establish minimum qualifications and its member senates to establish equivalencies;

Senator Emeritus Status for Mike McHargue

Whereas, Mike McHargue has been an active member of the Academic Senate for California Community Colleges since the spring of 1982, having served on such committees as Education Policies, Counseling and Library Faculty Issues Committee, and Faculty Development;

Whereas, Mike McHargue was a presenter at more than 20 plenary breakout sessions on topics ranging from staff development to basic skills and served on the Academic Senate Executive Committee as the Area B representative for one year, with distinction and aplomb;

Restoration of Accreditation Status at Compton College

Whereas, The Accrediting Commission for Community and Junior Colleges (ACCJC) failed to follow the letter and the spirit of its own guidelines, timelines, or notification policies when it terminated accreditation at Compton College in June 2005, without a comprehensive review, with just a single site visit under the Show Cause order and with less than five months' time given for correction;

Occupational Education Survey

Whereas, Various state initiatives focus on future directions for occupational and vocational programs; and

Whereas, The Academic Senate has not recently surveyed occupational faculty to ascertain their major issues of concern and recommendations for occupational directions in California's community colleges;

Resolved, That the Academic Senate for California Community Colleges survey occupational faculty and summarize their issues, concerns and recommendations for the future of vocational programs. MSC Disposition: Local Senates

Occupational Student Access

Whereas, There have been a number of challenges to student access due to institutional practices;

Whereas, College efforts often affect the success of occupational students in ways that challenge their access;

Whereas, Some recent examples of practices appear to exacerbate access issues for students; and

Whereas, Matriculation, placement efforts and course registration practices can create barriers to student access;

Online Resources for Occupational Faculty

Whereas, Faculty need current information when performing program review and planning and representing their colleagues;

Whereas, One goal of the Occupational Education Committee is to empower occupational faculty to be leaders; and

Whereas, Many occupational faculty are unable to attend conferences held by the Academic Senate, such as the Vocational Leadership Institute and annual plenary sessions, where the latest information is disseminated;

Accreditation: The Next Steps

Whereas, Title 5 53200 provides that the Academic Senate means an organization whose primary function is to make recommendations with respect to academic and professional matters including accreditation, which is item seven within the ten-plus-one areas requiring collegial consultation;

Whereas, Funding for appropriate faculty release, reassigned time and stipends are not forthcoming at some local colleges;
