Recommend that Executive Committee declare this non-feasible. Certificates of Participation are now just one of a wide array of financial vehicles available to districts, with most current emphasis on local bond measures.
Resolved that the Academic Senate direct the Executive Committee to research, report and make recommendations regarding the extent to which California community colleges are indebting themselves through the use of "Certificates of Participation" to fund capital projects.
