Whereas, The January budget proposed for 2002-2003 by the Governor and the Department of Finance includes $130 million in cuts from the California Community Colleges' base funding;
Whereas, The proposed cuts include $58 million from CalWORKs and $26.8 million from matriculation;
Whereas, Some local boards of trustees have prematurely reacted to the proposed cuts by deciding not to rehire faculty in affected areas, such as workforce development and counseling; and
Whereas, These premature reactions to the proposed budget cuts will negatively impact local colleges, particularly in the area of student success;
Resolved, That the Academic Senate urge local boards of trustees to refrain from prematurely reacting to the proposed budget cuts by not rehiring affected faculty;
Resolved, That the Academic Senate urge local boards of trustees to consult with local academic senates on processes for institutional planning and budget development as mandated under Title 5,Article 2, 53200, prior to making budgetary decisions;
Resolved, That the Academic Senate urge local boards of trustees to rescind any decisions not to rehire affected faculty and to retain such faculty; and
Resolved, That the Academic Senate urge local boards of trustees to find other sources of funding to retain affected faculty should the final 2002-2003 budget negatively impact the areas of CalWORKs and matriculation.
