Whereas, The budget allocation model for California Community Colleges is overly complicated and has resulted in severe and long-standing disparities and inequities;

Whereas, A unified position will allow the Academic Senate to effectively address the more pertinent issues of funding allocations in California's education budget, such as the Real Cost of Education; and

Whereas, Existing laws and regulations such as AB 1725, the 50% law and the 75/25 ratio will provide adequate safeguards to ensure that the Senate's legitimate concerns regarding quality are addressed in any new funding model;

Resolved, That the Academic Senate for California Community Colleges commend the Governor's efforts to provide equalization funding and support in principle the equalization proposal contained in his January 2004 budget.
