I think we have done this in CAI discussions and in other instances.
Whereas, Assessment is an evolving field of complexity;
Whereas, Curriculum varies from college to college, a fact which complicates the standardized use of a single placement instrument; and
Whereas, The Consultation Council Task Force on Assessment recommends action toward developing a common assessment instrument for English;
Resolved, That the Academic Senate for California Community Colleges support the authority of faculty to determine assessment procedures on their respective campuses including the selection of assessment instruments and how they are used in the placement of students. MSC Disposition: Local Senates
