Whereas AB 94, as of March 30, 1995, contains language which would reduce proportionately the funding for all districts given insufficient funds for its enrollment growth formula, and
Whereas this formula would create the potential for a "grow or lose" condition on the senate, and
Whereas such a condition would promote growth as a much higher value than educational quality,
Resolved that the Academic Senate for California Community Colleges oppose any legislation or regulation which would fund enrollment growth in one district by reducing the amount of funding which would otherwise be allocated to another district.
Resolved that the Academic Senate for California Community Colleges urge the Board of Governors to seek legislation or regulation to allow growth funding only to the extent that it would not reduce that which would otherwise be allocated to another district.
