Whereas noncredit remedial and adult basic education courses, including ESL, are described in statute as essential and important functions of the community colleges, and
Whereas the mission of community colleges provides open access to postsecondary education with the highest standards for both credit and noncredit instruction, and
Whereas AB 1725 makes no provisions for noncredit student service standards,
Resolved that the Academic Senate for California Community Colleges recommend to the Board of Governors that community college districts which currently exceed those standards proposed in the Program Based Funding Noncredit Student Service Standards be acknowledged as exemplary models of noncredit instruction.
