President testified before the Board of Governors May 2005 meeting. The Board of Governors relied on the Academic Senate recommendation.

Whereas, The California Education Code and Title5 gives the Academic Senate for California Community Colleges primacy over determining minimum qualifications for faculty hiring and give local academic senates primacy over the equivalency process; and

Whereas, There are legislative attempts to restrict or eliminate the primacy of the Academic Senate for California Community Colleges to establish minimum qualifications and its member senates to establish equivalencies;

Resolved, That the Academic Senate for the California Community Colleges oppose any legislation that usurps the primacy of the Academic Senate to establish minimum qualifications and the primacy of local academic senates over the equivalency process; and

Resolved, That the Academic Senate for the California Community Colleges emphatically support the current minimum qualifications process as established by the Academic Senate for California Community Colleges, the California Education Code, and Title 5.
