Whereas the Academic Senate for California Community Colleges has long supported quality articulation and transfer, and

Whereas Project ASSIST, which has as its goal the development of an articulation database, has so far been able to include less than 30 community colleges in that database and has been criticized for administrative and technical inefficiencies, and

Whereas the Chancellor of the California Community Colleges has withheld over $300,000 of the legislatively mandated $589,000 for Project ASSIST (in the 1994-95 fiscal year) which may cause the collapse of the ASSIST program, and

Whereas the Chancellor has not involved the Academic Senate in the discussion of this clearly academic and curricular matter,

Resolved that the Academic Senate for California Community Colleges reaffirm its commitment to quality articulation and transfer and reaffirm the development of an articulation database capable of course equivalency checks and student progress checks, and

Resolved that the Academic Senate for California Community Colleges request that the Chancellor conduct an evaluation of ASSIST incorporating representatives of the appropriate consultation groups including the Academic Senate for California Community Colleges, and

Resolved that the Academic Senate for California Community Colleges request of the Chancellor that funding for ASSIST be continued at its legislatively mandated level until such evaluation has been conducted, and

Resolved that the Academic Senate for California Community Colleges request that the Board of Governors take no action on the status of ASSIST until a recommendation has been developed through the consultation process.
