Whereas the Immigration Reform and Control Act (IRCA) of 1986 provides an opportunity for aliens to apply for permanent legal residency, and
Whereas an 18-to-30-month period beginning May 1987 exists for the processing of these individuals, and
Whereas the U.S. Congress has budgeted $1,000,000,000 for four years to assist states in processing these individuals, and
Whereas California is expected to receive half of those funds, and
Whereas advance funding by the State of California would permit community colleges to assist students in this registration process,
Resolved that the Academic Senate for California Community Colleges support the principle of advance funding to the colleges for alien legalization assistance, as provided in Senate Bill 1763 (Torres).
