Whereas CPEC has yet to complete its review of value-added education as mandated by ACR 141, and
Whereas according to a recent CPEC report, there is not at this time "either a consensus or a proven mechanism regarding the effective application of value-added education principles to incentive-based funding" to improve the quality of higher education, and
Whereas there is not at this time "either a clear consensus nor a proven mechanism regarding the effective application of value-added education principles to incentive-based funding," to improve the quality of higher education, and
Whereas the current funding level for community colleges is insufficient even to implement programs already mandated or proposed (e.g. matriculation),
Resolved that the Academic Senate recommend to the Legislature that no program of value-added assessment or incentive-based funding be enacted until
1) The CPEC Task Force can complete its study, "Funding Excellence in California HigherEducation," and
2) Adequate funding for existing, mandated community college programs is appropriated.
