Workforce Dev. Workgroup develop strategies for getting local boards and BOG informed.

Whereas statutory missions of public education should be kept intact and federal funds should be used to augment these systems and the structure of workforce development and preparation directly and significantly affects California Community Colleges, the agency with a primary mission of vocational and noncredit education, and

Whereas state and federal legislation related to workforce development/preparation is under consideration, and Tom Nagle, under-secretary for Health and Human Services, announced in a State Job Training Coordinating Council Meeting that the Governor intends to veto any workforce preparation bills that reach his desk except Senator Johnston's which establishes state and local workforce boards and specifies their duties including distribution of funds, planning, eligibility of participants and service providers, and accountability geographic areas of counties, clusters of counties, or sub-counties (JTPA-PIC) if approved by the state workforce board (SJTCC),

Resolved that the Academic Senate for California Community Colleges urge the Board of Governors and local boards of trustees to form alliances with state and local business and community groups and take action to reaffirm the statutory authority of the state and local governing boards of community colleges over workforce preparation and training, and

Resolved that the Academic Senate for California Community Colleges urge the Board of Governors and local boards of trustees to call on the Governor and state representatives to ensure there is a balanced membership on the state's Workforce Preparation Board, with local workforce development areas being determined by locally elected officials including school boards, community college trustees, city and county officials, and

Resolved that the Academic Senate for California Community Colleges urge the local boards of trustees to actively call for appointment rights to local workforce development boards.
