Ecological Practices

Resolved that the Academic Senate for California Community Colleges urge local senates to implement ecologically sound practices on their respective college campuses such as: (1) using recycled paper for photocopying; (2) using biodegradable recycled containers in the cafeteria; (3) having collection receptacles for glass and aluminum.

Hazardous Materials Handling and Disposal Costs

Whereas the federal and state governments mandate various waste and hazardous material handling and disposal regulations, and

Whereas the costs of clean-up and disposal of materials designated by these regulations has become a significant percentage of the cost of continuing to offer certain academic and occupational educational programs, and

Whereas the impact of these increased costs may significantly curtail these programs across the curriculum,

Hazardous Materials Disposal Cost

Whereas costs for the handling and disposal of hazardous wastes and materials have been increasing,

Resolved that the Academic Senate for California Community Colleges request the Board of Governors to take the lead in encouraging the reduction of costs of handling and disposing hazardous wastes and materials through the recommendation of standard techniques for disposal, and encouraging cooperative efforts among colleges on a regional basis.

Funding

Resolved that the Academic Senate for California Community Colleges reaffirm its commitment to the linkage of student access with student success, and

Resolved that the Academic Senate for California Community Colleges assert this commitment by supporting the funding of growth, COLA, and program improvement in concert rather than growth as the first and foremost priority.

Collegiality

Whereas a major part of AB 1725's reform of community colleges was to increase the authority of community college faculty, and

Whereas it has now been four years since that bill became law, and

Whereas information has been collected about district compliance with specific mandates of that bill, but no information has been gathered about whether respect for faculty and collegiality in general have increased,

Program Review

Resolved that the Academic Senate for California Community Colleges direct the Executive Committee to develop a model program review policy for consideration at a future session, and

Commission on Innovation

Resolved that the Academic Senate for California Community Colleges direct the Executive Committee to convey to the Board of Governors our concerns regarding the processes utilized by the Berman-Weiler Associates and the Commission on Innovation and call on the Board of Governors to monitor closely the progress of the Commission's and Task Force's works.

Commission on Innovation

Resolved that the Academic Senate for California Community Colleges direct the Executive Committee to communicate issues regarding the work and status of the discussion papers presented to the Commission on Innovation to local senates in a timely manner, and

Resolved that the Academic Senate for California Community Colleges continue to monitor the efficacy of what is produced and distributed by the Commission on Innovation.

Shared Governance: Barriers to Participation

Whereas, There has been a gradual systemwide trend to both compress academic calendars and add additional terms per year in order to address fiscal shortages, which, in effect, concentrates the instructional workload into shorter time periods, thereby leaving many faculty with less time for governance activities; and

Whereas, This workload shift may be initially difficult to identify on the local level, and any local efforts to study or correct this have little or no effect upon the systemwide impact of these trends;

USA Patriot Act

Whereas, The United States Constitution guarantees all persons living in the United States fundamental rights including freedom of religion, speech, assembly and privacy; protection from unreasonable searches and seizures; due process and equal protection to any person; equality before the law and the presumption of innocence; access to counsel in judicial proceedings; and a fair, speedy and public trial;

Whereas, The USA Patriot Act contradicts fundamental Constitutional rights;
